تسعي جوجل الي وضع البالونات في طبيق الاستراتوسفير التي تبعد مسافة 20 كيلومترا عن سطح الارض وبذلك تبعد هذه البالونات مسافه 10 كيلومترا عن خطوط الملاحه الجويه.
وتقول جوجل ان كل بالون سيبقي مرتفعا 100 يوم وسيوفر الانترنت لدائره قطرها 40 كيلومترا تحت كل بالون,وتقول الشركه ان هذه الطريقه تسمح لدول العالم الثالث انترنت بسرعات عاليه وبسعر رخيص جدا يستطيعوا دفعه بسهوله.
ولتوفير الطاقه فان كل بالونا مزود ببرامج ملاحه للاستفاده من الرياح في التوجيه والانتقال ,وايضا مزوده بفلاش تحسبا لحالة وقوعه لاي سبب من الاسباب وذلك للانذار وايضا مزود ببراشوت
